The volume of information can be overwhelming, making it difficult for LPAs and the Planning Inspectorate to review and assess plans. The talk presents a case study that explores the potential of Large Language Models (LLMs) to streamline the analysis of representations, with significantly reduced processing time and improved accuracy.

The domain specific knowledge of public authorities is often buried in an unmanageable number of unstructured or semi-structured documents, written in a technical language. This case study shows that modern semantic search can alleviate this barrier for self-service applications for citizens. A particular focus will be the fulfillment of secondary expectations generated by the structure of the classification of “economic activities” (“Wirtschaftszweige” – WZ 2008). In this session, Sebastian shares his learnings from the project “WZ-Suche” for publicplan, d-NRW and the Ministry of Economic Affairs, Industry, Climate Action and Energy of the State of North Rhine-Westphalia.
